I used to use Bike Route Toaster to map my Garmin routes, just noticed it no longer lets you create routes from new.

What is the best (free) mapping site that allows you to create routes and export gpx files to the Garmin?

Easy route creation by clicking on the google streetmap, when finished go to the export tab and choose gpx or tcx files.

The website will store all of your saved routes for you.
