brake noise

Hello, my brakes make a scratching sound when applied, ( canti's ) i have sanded down the rubber & cleaned the rim.
The noise is still there, i tried some old brake blocks i had spare, but the sound again started after a few minutes I guess you guys will suggest buying new blocks, but is there anything else :?:
