It looks to me like a lot of inexperience. After a while the people that survive will adjust their behaviour and be safer on the road.
But a thought occurred to me that although it is not mandatory to pass a test to ride on the road a lot of people might respond to some guidance on how to cycle safely. There may be a market for some kind of cycling school where you watch a few videos like the above that will make you think, followed by rides with an experienced instructor or something along those lines.
Of course this is what you get from joining a club but judging by the video there are many people who are not benefiting from the guidance of riding in club so maybe another approach would click with them.
I don't think I'm the person to do it but this would be something the local bike shop could offer along with the bike, a few lessons for an extra £50 perhaps.

Ever since I was 15 and had my first bike, I was instinctively too scared to go up the inside of lorries and buses, and most of the other moronic things in this vid.
That said, two days after I got it for my 15th birthday, I was riding up and down a quiet road with no traffic at all, admiring the way the gears changed on the RD....
... and rode straight into the back of a parked car. :oops:Is the gorilla tired yet?0 -

And how many times have you done that since?
There will always be idiots and I say good luck to them because they will need it if they want to remain on this earth - perhaps they don't. But then there are other people who once they have had a close shave due to their own misjudgement change their behaviour. I know this because I count myself as one of them. I can't say I'm a perfect rider but I used to be worse.
I'm sure there is a collection of people who get anxious when they watch the move being made in that video. Get funding from the gov for some adverts on TV of peoples near misses followed by details of a cycle school and there may be takers, the question is whether it would be financially viable.0 -

I think there's a difference, though, between a kid, all excited over his new bike, doing something daft that was unrelated to traffic, and adults doing dangerous things in traffic, probably for years.
Maybe some will learn through education, but I suspect most of those that need it the most wouldn't be interested in getting the education.Is the gorilla tired yet?0
