Friction between headtube and fork cover on my TT bike

Hi,
I got Avanti Chrono evo2 time trial bike from e-bay.
This bike is hinged fork design with intergrated front brake.
But I got one problem. There's friction between hinged fork cover and headtube, so it can make
paint chips on both side of headtube. And thus, I can steer my bike only 20~30 degrees on right or left side.
I can't corner well with this tt bike, is it originally designed like this? or is it a defective one?

I'd be surprised if you'd need to turn the bars by more than 20 degrees to corner at speed ?0

Oh, I didn't mean that.
I don't have to steer handlebar on high speed, and I can't.
I just wonder other tt bike or tri bike also has narrow steering angle or not.0
