Smoothie regular headset

Hi all.
Ive not done much cycling for a good few years and finally decided to get back into it.
Anyway I have decided to build my own ride up and I am already falling foul of the headset!
I have a on one 456 carbon evo and ordered the smoothie headset to go with it as I believed this headset would fit.
The on one website states the frame has a zs44 and ec49 headset.
The problem is the lower headset looks far to big to press into the lower headtube?
I am looking at it incorrectly? Does the headset press into thr frame or does it just sit externally and tighten up under preload?
Have i just ordered the wrong headset?
Any advice greatly appreciated.

The Smoothie regular is for a normal 1 1/8th headtube and will not fit the 456 at all from what I can make out!
