Hi my brother has decided to join the cycling revolution and commute to work by bike and has asked me to help him get one.
I have been looking around and have picked up that it's best to pick up a bike second hand to get good quality at a relatively low price.
I have seen this bike on ebay but don't know enough to know if the new parts are upgrades on the original to make the bike worth more as it doesn't seem particularly cheap?

How long is his commute ? What kind of terrain ? Whereabouts ?
PersonallY I'd go for a road bike with proper full mudguards as a starting point. That bike is more suitable for hacking round the park.0 -
His commute will only be a short one, think about 5 miles each way and it's all smooth roads but I think he also wants to be able to ride it along the river from time to time so thought a hybrid might be the way to go?0

It's a common thought that only a hybrid or mtb is sturdy enough for any kind of offroading.
Check out youtube for coverage of paris roubaix and you'll see that road bikes can take a lot of punishment.
Get the bike that suits what its main demand will be - which is cycling on the road. You can ride along a tow path just fine on a road bike if thats what you want.
I'd look for something :
Full guards
Plenty of clearance to allow wide tyres
Maybe cyclocross based
