Slipping on bridge between colliers wood and tooting on CS7

I have now fallen off my bike twice in the last 6-8 weeks on the same bit of road in wet conditions. This has never happened to me before, so to happen twice in exactly the same place leads me to think it is the road causing this rather than the condition of my bike or my bike handling.
It has happened both times on the bridge between colliers wood and tooting on CS7 on the descent heading into Tooting braking on the blue painted section as I approach a red light. The wheels have just gone from under me and I cant do anything about it.
Has anyone else experienced the same thing and who do I write to, to notify them of it. Are TFL responsible for painting the blue lines or is it the local council ie Wandsworth's responsibility?

I know the section you are referring to, but I can't say that I've had problems there. Once a little bit further on past the lights but I think there was some diesel or something down which was the contributory factor.CS7

Especially as there is a coloured road covering which is really grippy in both wet and dry. The reworked bits of CS3 are done in a bright blue surface that looks like running track but is hard and solid and brilliantly grippy. The transition from the ice-like blue paint to new sections and back again is really disconcerting. Here's hoping that the embankment CycleSuperF**kUp is not painted with ice-like paint - but we all know it will be0
