Fitting SKS Bluemels to Boardman Team Carbon Fi

Well it wouldn't be mudguard fitting if there was no rub...

I think I've narrowed it down to the bit where the rear mudguard attaches to the seat tube. A bolt with quite a large head came in the fitting kit so managed to source one with a slightly smaller head from my random collection. It stopped rubbing and I rode uneventful for 7 miles.

After some consideration, and not wanting to trash the paintwork, I had to remove the screw because I wanted to put electrical tape on the paintwork to protect it from rubbing as the mudguard is pressed against the frame where the seatpost meets the chainsaw.

It's now rubbing again. I'm not sure if it's caused by the extra thickness of the electrical tape (although kept it smooth and didn't overlap it) or because the clearance on the bolt was so tiny anyway. Where would I get a flatter headed bolt and what size would it be? Or any other advice associated with the above greatly received. :)
