Wheelset - rim width question

Hi
Just seen a set of wheels on planetx http://www.planetx.co.uk/i/q/WPWEIDP18/weinmann-dp18-on-fixed-free-miche-pr1mato-track-wheelset that I was hoping to stick on my commuter bike. However according to this http://www.weinmanntek.com/Products/RACE/DP18.htm these are only for 18/23 tyres and I am running 25s. Is this really going to cause an issue or am I being overly cautious? I have no idea how the dimensions translate to the fitting of a tyre!
If this doesn't work, does anyone have any recommendations for cheap fixed/ single speed wheels I can stick on a low budget single speed commuter?

The rims are only 13mm inner 18.7mm outer wide. This is extremely narrow by road wheel standards. I wouldn't put 25mm on or they will light bulb in the rim. This will effect handling and they can easily unseat.
23mm rims are considered the best right now and even budget rims are going to be around 20mm wide. Shimano r-501 for example
This may sound like not much but it is. 23mm would look bulbous never mind 25mm.
28mm would be ridiculous
If you want alternatives the shimano wheelset I mention can be had for less than 70 and you can convert them for single speed use0 -
Of course you can fit them. Not that long ago most road bike rims were 13-15mm and lots of people fitted 25mm on winter bikes for extra comfort/grip.
Have a look at the ETRTO chart here - you're officially good up to 25, and as cycleclinic says 28 wouldn't cause the world to end as there is always some wiggle room in these things. People stretch it at the other end too fitting 23mm tyres onto wheels officially too wide. Either way 25mm is absolutely fine which is what you were after
