Are there many CX bikes that can take luggage racks?

Looking for a nicer bike for commuting. Are there many CX bikes that can take luggage racks, ideally one bag above the back wheel as opposed to side panniers. Also a triple is absolutely essential for me. Triples seem to be extinct in road/hybrid bikes these days. Only other requirements would be disc brakes and tiagra spec. Budget not strictly around £800, any recommendations/advice?

Answer then is to buy a frame and build it up or ask a local LBS to build it from components sourced by the OP. With some judicious buying he could get it within his budget.
