Stem / Handlebar size advice

I need new bars and stem to adjust my position on one of my bikes. Do the clamp sizes have to match *exactly*, i.e. Can you put a 31.8mm bar in a 31.7mm stem and vice versa? Is the interface really that fussy about 1/10th of a mm?
