Best tyre for a tenner?

Asking for a friend who's after a tyre for commuting and hitting strava segments. TBH I can't remeber the last time I paid less than £20 for a tyre so I'm struggling to offer advice here, any suggestions please?

    If he doesn't mind using pink tyres, Planet X have 25mm Vittoria Rubino Pros for £9.99 each right now.
