700c wheels

Sorry for the dumb question, but i have this bikehttp://www.halfords.com/cycling/bikes/road-bikes/boardman-cx-team-bike and want to change the tyres, can i change them to 700c x 23 or 25 cause looking at the rims they seem pretty big ?

There might be a minimum tyre size on the rim, but with no other information, I would assume probably not ideal, though 28 should be ok.

Spec. on the Boardmon website says the rims are Mavic XM319, spec. on the Mavic website says ETRTO tyre range is min 28mm - max 62mm. (1.1" - 2.5") wide.
