What is the patterning/arrangement referred to in road wheels with spokes that don't cross over such as for a quick example Shimano WH-RS01 Clincher front wheel, and are there any of this kind available with 6 bolt disk brake hubs anywhere?

It's known as a radial spoke pattern. Not sure if it would work on a disc set up. Expect more experienced wheelbuilders will be along to comment definitively

No. The braking forces from a disc would have to be tangential; a radial spoke pattern may work briefly, but you'd be stretching the spokes each time you break so may fail single ones frequently or all of them catastrophically.
