Shimano M355 Brakes Trouble

Hi there,
I have decided to upgrade the brakes on my bike from mech to hydraulic.
My riding is mainly to work and back which consists of road and some cross country... So after fitting these with new 160mm rotors i found both front and back brakes not working very good they slow me down but not what i expected i get no lockup or anything.
These brakes are brand new and are a closed loop Pre-Bled.
Is it just a case of they need to bed in or the fluid to settle?
Or am i doing something wrong.. Do the pads need adjusting.

How much travel do you have on the lever? Does it go solid or does it pull all the way back to the bar?? Does it work when you pump the brakes?0

Probably just need time to bed in.
