The chain doesnt engage with the lower jockey wheel when on the smallest two cogs and the small chainring. Any ideas? Also why is there a screw up by the hanger like on Shimano mechs? There are no docs or videos explaining what this screw is for. I know on Shimano its to adjust jockey distance but Campag have a ratchet system for this.

No idea, actually I have no idea about what you are describing. Can you post a photo? How can the lower jockey wheel NOT engage with the chain...my guess would be that the chain is too long. Also why is there a screw up by the hanger like on Shimano mechs? Do you mean like the B adjustment screw? It's just the same is with Shimano but it works in the opposite direction.WyndyMilla Massive Attack | Rourke 953 | Condor Italia 531 Pro | Boardman CX Pro | DT Swiss RR440 Tubeless Wheels

Just had a google of this - looks like the main adjustment is still the g/h screw by the top pulley (the 'ratchet') to adjust clearance.
Found this:
http://forums.roadbikereview.com/campagnolo/2015-chorus-rear-der-b-screw-343824.html
which makes me think this new 'b' type screw is to compensate for odd length hangers where a properly adjusted mech is not maintaining the 'new' constant tension of the hanger spring (which keeps the top pulley right up against the engaged sprocket - at the same distance for each sprocket) - see this vid at about 13:30:

So - it's not really for tension - it's more for correcting the position of the 'dog-fang' on the hanger if things aren't sitting correctly.
As it seems loctited up good and proper, I guess you shouldn't touch it unless it's not shifting properly.0 -
The problem was the cable casing was too short into the mech. The standard piece that comes with the shifters and in cable sets is too short. Everything working perfectly and then the mech just suddenly broke, the jockey cage went at 90 degrees to the rest of the mech and into the spokes. The chain was in the small ring and 4th sprocket at the time.Pegoretti
