A restricted 50cc scooter still needs a speed limiter to keep it at 30mph as 5bhp will take you past that with all the drag on a step through.
BiTD a 125cc with circa 18bhp would top 60mph just about.
Watched an Oz docusoap where the guy was riding a bike with twin hub motors (5Kw each is readily available, so about 15bhp total) and was clocked at 85kph.Currently riding a Whyte T130C, X0 drivetrain, Magura Trail brakes converted to mixed wheel size (homebuilt wheels) with 140mm Fox 34 Rhythm and RP23 suspension. 12.2Kg.0
