Hybrid/City bike for my mum...

I have been an avid mountain biker for years and I quite enjoy looking for a new bike because I know what I am looking for. I have now been set the task of buying a bike for my mum to commute with and I am absolutely stuck.
She seems to quite like the step through ones with a relatively upright seated position and she wants a pannier rack. She is 60 and commutes about 4 miles each way mostly on a gravel track so front sus would probably be useful.
The budget I have is £500. I have looked on CRC and Tredz but to be honest I just don't know what I am looking for (my mountain bike mind just keeps looking for the right disc brakes, suspension etc all of which is totally irrelevant for this purchase). Any help would be greatly appreciated.

My mum's got a Dawes with a step-through frame, she does OK with it (when it's not raining). Plenty to look at on the Dawes website.
Don't forget to budget for decent lights, she'll feel much happier about riding in low light conditions if she knows she's lit up like the proverbial christmas tree.- - - - - - - - - -
