Ice cream head on humid days

Does anyone else get "ice cream head" - you know, that kind of numbing cold sensation that goes right through your head? - when cycling in 12+ deg C weather, but more humid conditions (70+%)?

Seems to have got worse since I bought a new helmet with better airflow and I've got fitter (averages are 18-21 mph).

Wearing a skull cap seems OTT above 10 deg C. Does anyone else know of a solution that won't lead to over-heating, which can be equally unpleasant?
