Want to upgrade wheels - looking for recommendations

Hi all,
I only have a basic Felt Alloy road bike with Tiagra groupset but it's served me well and i'm able to get 200+ miles in a week with it. I don't want to buy a new bike, just upgrade this one and i've been told wheels are the best place to start. At the moment I have the basic ones that came with it - 700c shimano (I can't evenfind a model listed on them).
New wheels need to be 9 speed, 12-28 compatible. Budget is £250. Normal pad braking.
