Putting rucksack on pannier rack

Looking to get a rack for the SS Beater as a change to 6 form college means i will now be able to ride to school. Will have a medium sized rucksack with books and some days a laptop in so needs to be secure as i dont want it falling off. Any ideas? Considered bungees at first but apparently the stretch in them means the luggage moves around alot?

Why don't you wear the rucksack or just get panniers?
I've fitted a small rucksack on the top of my pannier rack by hooking the short carrying strap over the upturned back end of the rack then passing the other straps under the rack and then back to the top and clipping them together. I then used bungees as well. I've not had very much in the rucksack the times I've done it so I don't know how it would work with heavy books0 -
Something like this

or this (might need cutting to a suitable length and sealing the edge with a flame)

Either wear the rucksack or get one that is designed to be a pannier as well (warning though, they get pretty grubby on a nasty day), no safe way of fitting a rucksack weighed down with books onto a rack, especially with a few hundred quid of laptop waiting to be trashed in it!Currently riding a Whyte T130C, X0 drivetrain, Magura Trail brakes converted to mixed wheel size (homebuilt wheels) with 140mm Fox 34 Rhythm and RP23 suspension. 12.2Kg.0

I don't want to wear the rucksack because i often get a really sweaty back - so it would be preferable to have it on the rack. The laptop won't be in there that often so on days with the laptop i will just wear it. Going to pick up a couple of those luggage straps and give them ago - at that price they are pretty much disposable anyway!Framebuilder

You may not be looking for something new, but I absolutely swear by my Vaude convertible rucksack /pannier.

Used it for years, and it copes with being overloaded with shopping while carrying a brick of an older macbook pro, and it is surprisingly comfortable as a rucksack. Takes about 30 seconds to switch between modes.
Doesn't get too dirty (I do have mudguards), and it has a built in waterproof for when it rains (which is essential, as the zip to the laptop bit does let in water).
Don't know what I'd do without it. I might go and buy another one in case they stop making them.0
