Mudguards for Genesis Flyer 2014

Need to add mudguards to this bike, it has 23mm tyres on it now, stock tyres are 25mm. Alex Race 18 rims.
It will be a all year round bike for work.
What would the biggest tyre for these rims? 28mm? I would like the option to have 28mm tyres, however from experience on another bike with deep drop tyres and mudguards, clearence is starting to get pretty tight, mainly around brake bridge/fork a few times stones have been passed between the two (rattle)
If I get the wider guards, it would look rubbish with skinny tyres
So is it best to stick with 25mm tyres, and go for Tortec Silver 700x20-26?
