Pedestrians can still cross, cyclists will only be able to proceed if the way is clear.

Don't just leave it at that...
If the traffic light has a triangular sign underneath then the cars stop and cyclists don't have to if they are in the circumstances in the picture above.

Cars turning right in France (and most of Europe and a lot of the world) have to give way to pedestrians crossing the road they are turning into (the green lights for pedestrians crossing and traffic come on at the same time, rather than the additional pedestrian only phase the UK has).0

How is that not going through a red light
It was my understanding that cycles would have their own mini traffic lights, and its those lights they would have go by, not the main lights. So it's not RLJ and more than we would go past a red when there is a left filter arrow showing.0 -
I'd support a turn on left for all vehicles in the UK. Makes sense to keep traffic moving if the crossing is clear. I noticed in the US that they prohibit it at busy junctions, so that could be done in town centres etc.0

If you think this is questionable, just think - any vehicle can turn right on red in North America. All you have to do is avoid pedestrians. Since no one walks in most parts of the US, it doesn't seem to be an issue.
If implemented here, it would effectively be a head start for left turning cyclists, after the peds have finished. So, pretty much what nodders do now anyway.0 -

It doesn't seem to be an issue when there is pedestrians either. I've walked in some US cities on the typical crossroads between blocks there will be crosswalks (zebra crossings) and right turning cars always give way to peds IME. It's about using your common sense and giving way to other users, rather than the car always has right of way, as many drivers in the UK think.0 -

I think cyclists will be made to look bad at the expense of idiots.

It doesn't relate to the right turn on red situation though; it was a left turn on green. Astonishingly, on most intersections, green for the pedestrians and the vehicles are synchronised, so that vehicles turning left cross the path of pedestrians crossing the road on their own green. It keeps the traffic flowing by cutting down the length of the whole cycle, but you never feel safe on foot because at no stage can you stop checking for traffic. That's North America for you.0
