Adjusting handlebar height-can't screw bolt back in

Hi all,
decided to experiment with handlebar height on my 17 year old trek road bike.
unscrewed the bolt a little with allen key, tapped with a hammer, came loose no problem, adjusted height, but now the bolt will not screw back in it just turns and turns, and the handlebars are all over the place they will not hold in any position.
what did I do wrong, and more importantly how do I fix it and get it all tightened up again??

What type of headset is it?

threads. if I turned the bike upside down the bolt would just fall out, not now kept in place by anything0

Ok so you have divine tied the quill from the wedge. Push it all back down and see if you can engage it again.
Also check the floor it may have fallen out. If neither bike upside down quill out and shake the wedge out. Reassemble onto quill. Re fit to new height tighten."Do not follow where the path may lead, Go instead where there is no path, and Leave a Trail."
