We usually spend a week or so based at either Ronda, Setenil or Montejaque every year. Ronda is big enough to have all you'll need and you can get there by coach or train with a bike. The others are smaller but will have all you need bar a bike shop. Lots of good routes from these towns and you will meet lots of local cyclists. Expect virtually all routes to be hilly/mountainous though.
If you have a car or are prepared to use the Ronda to Algeciras railway the options open up even more. For flatter rides its a 40min drive to Olvera or a bit further to Fuente de Piedra.
Because of the almost infinite route options, scenery and good road surfaces we keep going back.
If this sounds good I can post you some routes.
