Shimano rear mech clutch

I've been having a lot of chain breakages recently so I took my bike to the shop. He saw that the clutch was on and told me that it should stay off unless I wasn't planning on changing gear for a long time. I thought this was a strange comment and would appreciate people's opinions/knowledge on this.

He's a moron, what do you do, stop and flick it off each time you change gear?
