Interesting. The fact that a test is not 100% accurate is not in itself something to cry about. Many medical tests have accuracies way lower than 100%, and many millions of people use the information they provide, as they are still useful. The team medical staff will of course know this. My impression is that using this 'accuracy' argument is an easy get out.

If the MPCC actually stood for something, maybe

If you are generous, one could say that they have achieved most of their goals with UCI adopting policies such as no needles, and suspending a team from racing after 2 positives. And then you could say that their work is done.
