Going by his name, he's a wannabe fly boy. The won't be around for much longer (they have no brum brums and Dave won't pay for any more) so he may well have been testing the water to see how he would go as a doggers rights vs cyclists legal type dude.
Or he could just not have thought this one through properly. Either soon to be unemployed dogger trying to tap into an untapped doggers' market through the back door or a schmuk, as they in my part of Tottingham. Or maybe both.
