23 tube in a 28 tyre?

Any issues running a 18 - 23 tube in a 28 tyre? I've got a few in-used tubes laying around and was wondering if I could still use them?

    Sure you can.

    Works for me. One bike has 25c tyres, the other 28c. The same tubes for both bikes are in the pannier/saddle bag.
    I've added a signature to prove it is still possible.
