BMC 'Shift in Philosophy'

The BR article on the BMC Speedfox 27.5 Trailcrew seems to say that they call it a shift in philosophy.
As BMC made a big deal about saying they had extensively tested all wheel sizes and concluded 29 was the best for all situations, does 'shift in philosophy' not really mean 'we got it wrong' or 'we are bowing to public/market pressure'?
