So its a three year old bike.. and the main issue is the paint behind the fork as well as the paint on the dropouts and a few chips and cracks elsewhere.

So what are my options? Is there any way of dealing with this? Not too keen on buying a new fork...

Remove loose paint with brush and/or scraper, sand damaged parts and spray with rattlecan.
Quite common this damage around holes....
    No big deal.

The crown and dropouts are alloy if that is your Defy fork, so you could remove all the paint up to the junction with the carbon legs then refinish starting with a degrease, etch primer, topcoat, lacquer. Will be difficult to get an exact colour match though and you would need the feather/blend the new paint in with the old.

The other option is to do the complete fork, though you will loose the factory applied graphics.

It's due to corrosion of the aluminium fork crown. Only remedy is to remove the flaking paint back to bare metal, apply a corrosion resistant primer for alloy and then repaint. Shouldn't affect the structural integrity of the fork.
Make mine an Italian, with Campagnolo on the side..
