Find the budget, it is head and shoulders above the cheap stuff.

Planet X do a copy of the Park tools TS2, no idea if it is any good though. Got to agree with Ugo, the Park one is the standard in this case.0

Build your own truing stand and nipple driver. Cost me less than £10 to make with leftover mdf. The money I saved was used for a tension meter.
Take a look at Roger Musson wheel building. I built my first set of disc wheels on my diy stand using Archetype rims, novatec hubs and alpina spokes. Loads of good advice too from Ugo http://whosatthewheel.com0 -
