New Frame (Comm/Gravel/Utility)

So as the title suggests I'm looking to get a new bike built up for general use and just need a frame.
Requirements are, steel, disc brakes, large tyre clearance (32/35mm) with room for mudguards.
Weight isn't a concern, but I'd like to keep it pretty cheap. Essentially I'd like something like the Shand Stoater frame at a sensible price.
If it helps I'll be sticking some Campag Veloce shifters and mechs on it and I reckon the TRP HY RD callipers.

Cheap, steel, has the brakes, good bars and stem, comes with guards. You'll be stripping the gears and wheels anyway if you go campag.
Heavy though, steel steerer on that carbon fork.

I've recently built up a Croix de Fer with shimano 105 and love it.
Running 28mm Conti Grand Prix tyres at moment but I've also run Vittoria voyager 35mm with SKS mudguards. Had to cut a small notch out of the mudguard to prevent swing arm of front derailuer catching on the mudguard.0
