Tektro Gemini Brake Lever Advice

Hello all, I am relatively new to forums, so please bare with me!
I recently bought a second hand Voodoo Hoodoo with Tektro Hydraulic disc brakes. The back brake stops rapidly and the front is not so good, long story short I bled and burped the hydraulics and recently inserted new pads. It still isn't sharp. I'd be worried to use it on anything to big. I was wondering what the adjustment does on the brake lever, I tried turning the small alan key, all the way out and in and noticed no change. Does any one know? What else could I do to get the brakes stopping me? The levers both pull in about the same distance to the handlebars. Im at a loss now! I look forward to reading any replies. Cleaned the rotor?I don't do smileys.

Adjust on lever only changes reach. Did you clean the rotor when you put new pads in - if not any contamination on there will now be on new pads0
