It'll cost you 7 or 8 quid for the ferry, and it's not quick, and there's only one an hour. Other than the small busy part to cross the exe the ride to the various climbs up to Dartmoor aren't bad at all, indeed other than Mamhead it's likely quicker and nicer.

However unless you want the longer shallower climbs of Dartmoor, heading east or northeast will be better, east for full on steep stuff. Northeast for flatter, although outside of the exe floodplains itself there's nothing that's flat.

The CS Dynamo folk have a load of routes on their website - http://www.csdynamo.com/ and they're a very welcoming bunch

And I've got a pile of routes from just up the river at Topsham. http://ridewithgps.com/users/67154/routes - the ones with names starting "Top..." or "Exe..." are the ones to look at.

TBH, there are great routes whichever direction you head in. There are a few roads I'd not be keen on - obviously the dual-carriageway A38 and A30, the Exmouth road to Exeter (go via the Exe Trail bike path to Topsham), but other than that, most are OK, though avoid the routes out of Exeter at rush hour.

Ride the cycle path up the river to Countess Wear then down the other side to Starcross. From there it's up Mamhead, then Chudleigh > Chudleigh Knighton > Bovey Tracey > up Haytor > Widdecombe > Grimspound (beautiful road) > Moretonhampstead > Doccombe > Longdown > Exeter before heading back down the cycle path to Exmouth.

Did it last weekend, it's a great route, see here > https://www.strava.com/activities/297191000

Might be a bit late in the day, but Route 2 in Topsham is a cafe / accommodation / bike workshop in one. Could fit the bill - http://www.route2topsham.co.uk/

And a really nice person who runs the bike part of Route 2 - very helpful indeed.
