If those times are Roubaix time (they say "local time", but don't make it clear whether they mean local to the event, or local to me the reader), then it would be 2:30 GMT, or 3:30 BST (GMT+1).

    is that a logical argument?

I think that's right too - I wish they'd make it clearer and just say times are in GMT + 2, or "Roubaix time" or something similar.

Anyway finish on that schedule would be 2:30pm GMT, or 3:30pm UK time.

This is a local race, for local people.

That's a better sweepstake, guess the winner's average speed. I'm going for 42.855

    For future reference.

Any normal race (i.e. not split stages) has a target finish of 17:00 local time.

Any race that's worth caring about (save the odd World Championship) is in Europe, so a good bet is it'll be around 16:00 in the UK.

Few exceptions, mainly when races clash (Paris Nice & Tireno aim to have different finishing times), but it's a good rule of thumb.

And the Dauphine, which clashes with the French Open tennis and tends to finish earlier. And the Tour of Poland which seems to pick a number at random.

1964 Peter Post won with 45 kph average! More of a main road course then.

That prompted the introduction [/augmentation] of the cobbles

Local time always refers to the event.

Sort of, the smoothly cobbled main roads that much of the race had traditionally been run on (think twee Guildford High St cobbles) were being tarmaced over so the race moved more on to farm tracks. Post also had the advantage of a roaring tail wind.

Can anyone recommend a child friendly place to watch the last hour in Edinburgh? I'm staying near West Port so somewhere local to that would be ideal.
