If they are too short don't accept the bike.

If 35mm isn't enough you probably need a larger frame but even if the frame is the size you want then you'd be better off flipping the stem than adding more and more spacers.
To answer your original question; most new off the shelf bikes I've seen seem to be sold with between 25mm and 35mm of spacers.0 -

The number of spacers you need are determined by both the relative position you require for your bars and also by the length of the head tube.0

Reckon most built bikes come with about 30mm of spacers. Agree this is about right and any more is less than ideal.
Yet strangely,the CTC brigade , who tend to consider themselves omniscient in all things cycling related, seem to love headset spacers and see nothing wrong with piling them up to a ludicrous degree:
