Presumably you mean the line on the 'v' section of the rim and not the brake track? If so, it looks like something may have been trapped between the stay and the rim (as you suggest) - either that, or your brake block on that side is seriously out of line.0

Cant think of anything that would scratch that other unless something got stuck between the pad and rim and then dropped out.0

Its not a brake pad issue, so no idea. Never had this before.0 -

I've sometimes found small stones stuck underneath the brake bridge, front and back.
