New Wheels for the 20in..

Hey guys girls, our 2nd child has just inherited his brothers 20in Giant XTC.

We contemplated buying a frog bike but I'm thinking of spending a few £££ and upgrading his if it's worthwhile! Currently the bike weight 25lb (13.3kg) the aim of this would be to make it run as new and mainly try and lose a few pounds to make it lighter.....
On the list so far I'd upgrade to SRAM x3 shifters £8
Alloy Seat post £9
Alloy Bars £9
SRAM x4 rear mech £14
But the thing I'm struggling to find are some decent Alloy lightweight wheels as the current ones are very heavy (steel rims screw on cassette) I've googled wheels ect but have not found any at the moment so thought I'd ask on here if anybody has any advice links etc...!! Would I need a new cassette? Do the newer wheels have free hubs like MTB? Or would it still be screw on? Can I get some QR? Again to save weitght!
Also would I save much weight in some new tires? I'm currently stripping the bike down so I can individually weight each part as a comprasion
