Tubeless issues with Syncros XR2.0

I am trying to get a Rocket Ron 2.25 on my Syncros xr2.0 29er rim but can not get it to inflate. I've tried the soapy water, my track pump, a compressor and pretty much everything else I can think of. The tire just seems to be so loose on the rim. Anyone have similar problems or suggestions for how to support this. I live in Angola so popping into my LBS isn't really an option.

    Try a wrap or two of insulating tape.

    Mount the tyre using an innertube, once mounted remove the tyre bead from one side only, remove tube and try to reinflate.

    Ditto above 50p roll of pvc insulation tape is a great investment. I also paint the tyre bead with a smear of the sealant liquid as well as it gives the seal a good head start.
