Rotor 3d+ chainset - installation

I have a rotor 3d+ chainset which I have taken off a bike and am not trying to install again. I have done it according to rotors instructions but can't seem to get the drive side crank all the way on the cone, there seems to be a gap.

Now I can't remember whether this was how it was before or whether or not it is or isn't meant to be like that! Looks like it needs to be 2mm further on?

Any ideas?

    You may need the plastic washers installed To take up some of the play, the rest with the preload washer on the non drive side.

    What are you installing it on? If threaded or press fit BB86 then washers not needed. Just use the preload adjuster.
