Play on locked out for

Afternoon all, a quick question from a MTB newbie!
A friend has Suntour forks on his Giant Revel - they work fine on normal - ie unlocked - settings but when locked out have an inch or two of vertical movement.
Any ideas if this can be adjusted out or is it a strip/examine/simple rebuild job? LBS says that he needs new forks (cursory glance over examination) but any opinions are gratefully received.

Most the Revels use MLO XCT's.....but as they are such crummy forks I wouldn't really be fussed.Currently riding a Whyte T130C, X0 drivetrain, Magura Trail brakes converted to mixed wheel size (homebuilt wheels) with 140mm Fox 34 Rhythm and RP23 suspension. 12.2Kg.0
