Increase turbo resistance

I have a fan turbo with one of those cyclinder fans on it, I don't seem to get much of a workout unless I am in the biggest gear and spinning like mad.

I was thinking of adding another fan to it or a bigger one and was wondering if anyone else has done this.

    Aren't you able to adjust the bit the tyre sits on and give the tyre a bit more squeeze?
