Sticking rear wheel

Evening all, just a quick one.
Rear wheel spins fine then it stops it flicks back a few inches then settles again.
I've been given them and been told that the bearings have been dropped out, cleaned, races cleaned and all reassembled with fresh grease.
Any ideas as to why and how to solve it?

Take the wheel off the bike and hold it in your hands, and give a little spin.
Also gently spin the cassette backwards - does it move easily, or does it seem 'stiff'?
When installed on the bike, does the wheel seem to stop spinning 'early' when given a gentle push in the forward direction?
Just for non-riding 'testing', try reducing the tension of the quick-release - if that makes a difference, then the bearings might be a little too tight.
