Advice of fitting a 3ttt stem

Hi all
I am probably being a bit dim here, but picked up this very nice 3ttt NOS stem this week and can't workout how to get at the head of the bolt to tighten the stem in the head tube! I have provided a photo so you can see the problem. There is a plastic tube sitting above where you would normally access the head of the bolt which is used to screw the cover on, but it does not seem to shift.
Help?!

Seems like someone else has experienced the same problem as you back in 2012.

Don't know if the description will help - I couldn't quite work out what was going on and as a non bikeforums member, I couldn't access the pic to compare with yours.
Seems like it should have a plastic cap that the black tube you picture holds in place. Do you have the cap or is that missing. the pic below shows the cap in place with a grub screw at the back - I think your black tube is the fixing point for the grub screw.

Many thanks for the link. The plastic tube is indeed simply there for the screw to go into and hold on the black cap. The post confirmed that you do simply have to use a bit of brute force to pull out the plastic tube and then with a fine sand and a bit of grease it now goes in and out easily enough.
