Get a couple of Cree lights off eBay. My mate has been using his weekly for a couple of years and he can't fault it, for £28 nothing comes close.0

I got a cateye 300 lumen front light for around 35 pounds. Its not for pitch black riding but on streets with lighting its perfect. It would be ok for your needs even the mtb forest riding as I doubt you would be going so fast as you need a brighter, farther beam.0

I got a B + M Ixon IQ Premium from Rose for about £50 including shipping and I am pretty happy with it. Maybe not designed for off road, but could make a better job of it than most standard road lights, so possibly worth considering? There's an optional bracket you can get to attach it to your forks at the front brake if you don't want it on your handlebars.
Most, but not all, reviews I looked at before purchasing were positive, and this one should give you some idea: http://www.candlepowerforums.com/vb/showthread.php?389285-REVIEW-Busch-amp-Muller-Ixon-IQ-Premium-Warning-Photo-Heavy0 -
My brightest light is a Cree Solarstorm X2. £15 on eBay. I have Cree torches as well but don't think they are bright enough for unlit roads.0
