Waterproof 19" rack panniers

Hi all,
Bit of a random question this, but I'm looking to transport some AV gear on my bike and I'd like to know if anyone has come across waterproof panniers that will house some 19" rack gear? I was thinking something like 2U either side of the back wheel, so 4U in total. I've google searched a fair but can't seem to find anything that fits the bill.
Any thoughts or help would be most appreciated!
