Track / Road frame

Some advise needed. I am intending on building a new bike to serve 2 purposes:

1. A track bike for when I feel like turning left.
2. A commuter bike for all other occasions - Needs to be able to cope with crap roads and rain (don't care about guards or bottle cages).

I currently ride a dedicated fixed gear based around a NOLOBI track frame. As nice as it is its fairly heavy and is looking a bit tatty. I have had a rebate of just under £1000 from HMRC so that is my budget (paying off more towards the mortgage is boring).

This is what I am after, Now I appreciate some of these requests seem superficial or stupid but hey so what:

Requirement 1 - Aero track frame (Carbon, steel or alloy) / Lighter the better and has to look mean! Must take a standard JIS Square taper BB like Shimano UN55 etc.
Requirement 2 - A decent fork that can take a front brake (disc or rim), Brake will get removed when on the track
Requirement 3 - Decent clincher 700c wheelset (lightweight is best so probably low profile. I will be fitting 23c on the track and 25c on the road.

Ideally the final bike will be under 9kg and look like something batman would ride :)

That is it, The other bits required I will be taking off my current bike so no need for chainset/bars/tyres etc I have all of that.

Advise please ?
