Winter tyres and Mudguards

Hi,
Just bought a Giant revolt as a winter bike/ tourer/ CX do anything bike. I want to fit road tyres for winter and mudguards. It has eyelets for mudguards so i guess i have a few options. Regarding tyres should i go for 28c will they be much slower then 25s? And what mudguards would be best?

SKS full type P35 cover 20-28mm tyre sizes, P45 cover 28-37mm. 28mm tyres won't be noticeably slower than you 25mm, consider something like the Conti 4S, Michelin Pro 4 endurance, Vittoria Randonneur Pro.0

i can't seem to find the SKS P45s anywhere? Are the SKS Bluemels suitable? i will be using 35c cyclocross tyres and 28c road tyres.0
