They look like Tusk hangers, which I can confirm are excellent as have quite few and get used almost every day. Mine are only indoors but both the upper & lower parts have loops for bike locks.
Pain hurts much less if its topped off with beating your mates to top of a climb.

No, you only have to be careful of the valve. Been hanging one bike or the other of a wall hook vertically for 5 years with no issues other than the rear wheel has to be down cause the hook is beside my fridge and I'm liable to banging my head on the bars if the front wheel is down.
I've added a signature to prove it is still possible.

They can't cope with anything bigger than a 2" tyre - currently working out a solution to accommodate my 5"-wide tyred fatbike!
